Overview
The Cheshire County Behavioral Health Court (CCBHC) is composed of two programs that provide structured, treatment-focused alternatives to traditional prosecution. These programs work closely with the courts, defense and prosecution, treatment providers, case managers, and community agencies to address the root causes of criminal behavior and reduce recidivism.

The Alternative Sentencing Program (ASP), established in 2001, was the first problem-solving court program in New Hampshire. ASP works with individuals diagnosed with a substance use disorder who have been charged with a criminal offense, providing court supervision paired with treatment and accountability. Participants may receive clinical assessments, counseling, case management, drug testing, and access to community supports designed to promote long-term recovery. The program’s goal is to help individuals stabilize, reduce substance use, and avoid future involvement in the justice system while still ensuring responsibility for their actions.
The Mental Health Court provides an alternative to the traditional court process by emphasizing a problem-solving model and structured judicial oversight. This program connects individuals diagnosed with a mental health disorder and/or co-occurring substance use disorder to rehabilitative services, treatment providers, community supports, and regular monitoring. Participants meet frequently with the court team, follow individualized treatment plans, and receive coordinated support aimed at improving stability, safety, and overall well-being. The program also helps reduce incarceration for individuals better served through treatment, easing the burden on the jail and strengthening community safety through improved mental health outcomes.
Together, these programs offer a balanced approach of accountability, treatment, and support, helping individuals address the challenges that contributed to their involvement with the justice system while promoting healthier and more productive lives.
Mission Statement
The Mission of the Cheshire County Behavioral Health Court Program (CCBHCP) is to provide an effective and meaningful alternative to the traditional justice system for criminal court-involved individuals with severe and persistent mental health disorders, including substance use disorders. Serving as a bridge between the local criminal justice and mental health systems, the program promotes prompt intervention and ease of access to education, treatment, and recovery in order to improve the quality of clients’ lives while maintaining accountability for criminal conduct, reducing recidivism, and improving community safety.
